IWICImageEncoder interface (wincodec.h)

Encodes the image as a thumbnail to the frame given by the IWICBitmapFrameEncode.
IWICImageEncoder::WriteThumbnail

Encodes the given image as the thumbnail to the given WIC bitmap encoder.
