Creates a new scale matrix.

The amount, along the x-axis, to scale.

The amount, along the y-axis, to scale.
- z
- Single
The amount, along the z-axis, to scale.
Returns
Returns the new scale matrix.
Remarks
This is equivalent to creating an uninitialized matrix and passing the values to SetScale(Single, Single, Single).
