This callback function is called when the radio sends an unsolicited notification.

Parameters
- dwCode
Specifies the notification code.
- lpData
Data associated with the notification.
- cbData
Size of the structure pointed to by lpData.
- dwParam
Specifies the parameter passed to RIL_Initialize or RIL_InitializeEmergency.
