Licensing Packaged Files
Before consumers can play a packaged Windows Media file , they must acquire a license that contains the key to unlock the content. Licenses are generated and issued by using Windows Media License Service . The license issuer (the person or organization with the responsibility of running Windows Media License Service and issuing licenses) can be someone other than the content owner , content packager , or content distributor ; for example, the license issuer can be a license clearing house.
