Adds a new IDTSOutput90 object.

eInsertPlacement
Specifies whether to insert the new IDTSOutput90 object before or after the IDTSOutput90 object specified by outputID.

lOutputID
Specifies an existing IDTSOutput90 object that the new IDTSOutput90 is inserted next to.
