VBI Renderer Filter (Windows Embedded CE 6.0)

This filter is normally connected to the video decoder VBI output pin and handles the transfer of the VBI data from the decoder to the video hardware via DirectDraw.
It's the responsibility of the display to render the closed captioning text. This filter just facilitates the transfer of the data from the decoder to the display hardware and then on to a connected television via line 21/the Vertical Blank Interval.
