There are several known Clipboard issues addressed by the Compatibility Administrator through compatibility fixes and compatibility modes.

EmptyClipboardtoSet	The copy or paste operation does not function properly.	Fixes applications that call the `SetClipboardData(CF_TEXT)` function without first emptying the Clipboard.
EmulateClipboardDIBFormat	You receive an access violation error message when copying bitmaps to or from the Clipboard.	Converts a high-color device-independent bitmap (DIB) to a 24-bit DIB when you copy the image to the Clipboard in CF_DIB format. This fix only works if you are running the Microsoft Windows®°95 operating system, the Microsoft Windows®°98 operating system, and the Microsoft Windows® Millennium Edition operating system.
