Controlling Access to a Telnet Server

In Windows Server 2008 R2, Windows 7, Windows Server 2008, and Windows Vista, the Telnet server initially and by default grants access only to members of the local Administrators group.
However, you do not have to make a user a member of the Administrators group to allow that user to access the Telnet server. To allow a non-administrative user access to the Telnet server, add the user to the TelnetClients local group on the Windows computer running Telnet Server. Any standard user who needs to log on to a Telnet Server session must be a member of that group on the host.
