Quick Launch Toolbar

The Quick Launch toolbar is disabled by default in Windows® 7, and it is no longer included in the list of available toolbars.
Additional information
Because Windows 7 allows you to pin shortcut icons directly into the taskbar, the Quick Launch toolbar is unnecessary.
Workaround
The following steps will allow you to enable the Quick Launch toolbar in Windows 7:
Right-click the taskbar, point to Toolbars, and then click New Toolbar.
In the New Toolbar dialog box, in the Folder text box, type %userprofile%\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch, and then click OK.
Right-click the taskbar, and then disable the Lock the Taskbar setting.
On the taskbar, right-click the divider. Make sure that the Show Text and Show Title settings are disabled and that the view is set to Small Icons.
Use the dividers to rearrange the order of the toolbar items as desired.
When you are finished, right-click the taskbar, and then reenable the Lock the Taskbar setting.
