Specifies whether the user is allowed to print.
This restriction can be set by device or profile owner.
Holders of the permission android.Manifest.permission#MANAGE_DEVICE_POLICY_PRINTING can set this restriction using the DevicePolicyManager APIs mentioned below.
The default value is false.
