Remarks
The default implementation returns true
if UnderlyingMember exists, but a public set
accessor does not exist for it, as determined by internal reflection.
This method is invoked when a caller gets a value from IsReadOnly. Override this method if you want to report uniform results for an entire XamlMember derived class, or if you have specialized metadata available that can be interpreted to determine XAML type system representations on a per-case basis.
