Gets minimum time between measurements in microseconds for IEEE 802.

Remarks
Gets minimum time between measurements in microseconds for IEEE 802.11az non-trigger based ranging.
The next 11az ranging measurement request must be invoked after the minimum time from the last measurement time #getRangingTimestampMillis()
for the peer. Otherwise, cached ranging result will be returned for the peer.
