I have been using this link in a bot application successfully for several years:

This link should take me to the existing conversation and fill in the response with "Hello!".....ready to send.
Recently I'm seeing the response be:

Have there been changes to this interface? Thanks for any info!

Looked at the documentation you suggested and as noted the code that I have matches. However, I still get the same problem:
Using Edge browser: https://teams.microsoft.com/l/chat/0/0?users=<userID>&message=Snickers
Yields the attached image. 
Please try updating your MS Teams version. That might resolve your issue.
How do you update the web client version?
How do you update the web based version of teams?
Hardin, Rich, is this issue only specific to Teams web client? Does it work proper in desktop client?
It behaves the same in both the web and the desktop client:
