Applies a new RoutingConfiguration to a running instance of the routing service.

The routing configuration to be applied.
Remarks
After calling ApplyConfiguration, the new RoutingConfiguration only applies to new sessions and messages.
Warning
Do not modify the RoutingConfiguration object after calling ApplyConfiguration, as RoutingConfiguration does not provide thread-safe updates or extensions.
If you must perform subsequent updates of the routing configuration, use a new instance of RoutingConfiguration for each update.
