Gets the parent component for the ControlDesigner.

Protected Overrides ReadOnly Property ParentComponent As IComponent
The parent component for the ControlDesigner; otherwise, null
if there is no parent component.
The default implementation simply checks to see if the component being designed is a control and if it is, ParentComponent returns its parent.
