The SttbfAssoc structure is an STTB structure that has the following additional restrictions on its field values:
fExtend (2 bytes): This value MUST be 0xFFFF.
cData (2 bytes): This value MUST be 0x0012.
cbExtra (2 bytes): This value MUST be 0.
