FlushICache
This function is no longer supported as of Windows CE .NET 4.2. To flush and invalidate the instruction cache, use the OEMCacheRangeFlush function instead.
This function is called by the kernel in order to flush and invalidate the instruction cache. The kernel flushes and invalidates the instruction cache when a process loads, process switch occurs, and CacheSync is called.

Remarks
Only the MIPS and ARM kernels support this function. This is a required function of OAL, first called in KernelStart.
